What Are the Current Conditions of Obtaining a Driving License for Afghanistani Migrants in Iran?

Officials from the "Traffic Police" of Iran, known as the “Guidance and Traffic Police,” state: Foreign nationals in Iran with valid residence permits can obtain driver's license. The Iranian Traffic Police issues a Class 3 license with a one-year validity and renewal based on a recommendation letter from the immigration police, specifically for one of the Afghanistan migrant family members residing in Iran.
For Afghanistani nationals with valid residence permits, meaning a passport, conditional on being married, presenting an embassy marriage certificate, providing a certificate of non-criminal record, committing in writing not to use the vehicle for a job and duty, and obtaining a recommendation letter, the Immigration Police issues and renews driver's licenses.
For Afghanistani nationals with valid work permits, only families having an incurable disease and dialysis patients, etc., holding a recommendation letter from the Welfare Organization can receive a letter from the Provincial Office and Foreign Immigrants Affairs and then proceed to the Immigration Police.
For Afghanistani nationals with valid work permits, having a valid "Amayesh Card" with a letter from the Foreigners' Office and a letter from the Welfare Organization, provided they have an Afghan white passport, being married, possess an embassy marriage certificate, present a certificate of non-criminal record, commit in writing not to use the vehicle as a job, and obtain an introduction letter, the Traffic Police issues or renews driver's licenses.
Recently, immigration police in provinces, for some individuals, conduct field investigations at the local police station or request job cards from certain individuals. Alternatively, they may write letters to the Immigration Police in Tehran for verification, or they say, "Your request must be reviewed by the commission." Therefore, after obtaining a letter from the immigration police, the process continues with the Traffic Police, the similar conditions will be done for Iranian citizens. After completing driving school training for license issuance, the Traffic Police conducts the city exam and follows the regulatory procedures. Medical eye examinations and the verification of postal addresses are carried out by the Traffic Police on specific days of the week.
The validity of the foreign nationals' driver's license is one year and only at the Class 3 level. Obtaining more than one type of license and anything above Class 3 is prohibited for foreign nationals, and this administrative process takes approximately two months to a year. For Afghanistani refugees with family passports, travel permits, tourist visas or census sheets, driver's licenses are not issued.
For Afghanistani nationals with student passports, under certain conditions, including the distance from the place of residence to the university, being married, having a letter from university consular affairs, and still with difficulty, driver's licenses will be issued. All these conditions and steps are mandatory for license renewals. However, with a valid driver's license and a letter from the immigration police, the Traffic Police only registers one plate for foreign national's vehicle under their name. #mohajirtimes
