According to Mohajir Times, quoted by the IRNA news agency, there is an “Invitation to authorized foreign nationals residing in Alborz to participate in the financial resources management plan.” The General Manager of Foreign Nationals and Immigrants Affairs of Alborz Governorate announced that foreign nationals with “Census and Re-Enumeration Sheets” residing in this province can participate in financial resource management, special deposit attraction plan, and the country’s production chain.
In an interview with the IRNA news agency on Saturday, January 20, 2024, Sirus Dehghan Shiri added: Therefore, for these foreign nationals to stay in Iran and receive a residence permit, each head of their household must deposit one billion Rials (100 million Tomans) in the National Bank account. He stated: Therefore, this deposit is blocked until the migrant leaves the country. Any time they intend to leave the country, they can receive a money withdrawal permit and hand over their residence permit with the coordination of the General Department of Foreign Nationals and Immigrants of Alborz Governorate.
Dehghan Shiri emphasized that by participating in this plan, immigrants can benefit from services such as various insurance policies, maternity insurance, fire insurance, health and treatment. He reminded: Considering that most of the mentioned immigrants are workers who are exposed to all kinds of accidents, including fire. Therefore, they can benefit from the necessary insurance and medical support by participating in the mentioned plan. The Director General of Foreign Nationals and Immigrants Affairs of Alborz Governorate emphasized that after the end of the said plan, the immigrants who have (Census and Re-Enumeration Sheets) will be considered illegal if they do not participate in the call-up plan.
Mandatory Request of 100 Million Tomans for Issuing Residence Permits from Afghan Refugees

Now, Afghanistan immigrants with census sheets must deposit 100 million Tomans to the National Bank of Iran account to stay in Iran, and every Afghan immigrant family must also pay another 5 million Tomans as a one-year insurance premium. With the implementation of this plan, the majority of Afghan immigrants are considered 10th-class people in Iran and are suffering from financial and economic problems; another pain will be added to their pains. Thus, some experts in the field of immigration call such plans a type of extortion of the life and compulsion of Afghan immigrants in Iran. Experts in the field of immigration believe that in the national and international immigration laws and the Refugee Affairs Organization, such schemes in exchange for receiving money have no legal basis to be imposed against refugees.
Meanwhile, a group of immigration, cultural, civil, and labor activists of Afghanistani immigrants have launched a signature collection campaign to remove 100 million Tomans from Afghanistan immigrants. This campaign, published by Fars news agency today, January 21, 2024, is being followed up and collecting signatures from Afghan immigrants. In the content of this report, it was stated to the Fars news agency that “we request the Department of Foreign Nationals and Immigrant Affairs not to charge this amount due to the financial problems of Afghan immigrants.” It is also written in the signature collection plan that by collecting 1,000 follow-up signatures from the relevant official, 10,000 follow-up signatures from the highest official, and 50,000 follow-up signatures in the parliament.
